Within the framework of the monthly meeting held on March 25 between INDEX and foreign trade authorities (SAT, AGACE, Ministry of Economy (SE), and ANAM), several topics relevant to the operations of companies in the sector were discussed. Below is a summary of the most relevant points:

1. Amendments to the Foreign Trade General Rules (RGCE) – Electronic Value Declaration (MVE)

The publication of amendments to the Foreign Trade General Rules (RGCE) related to the MVE is expected before April 1.

Key aspects include:

  • Operational clarifications will be incorporated, particularly for transactions not linked to a COVE.
  • An extension of the transition period is being considered, with details to be included in the advance version of the RGCE.

Implication: Companies should review these changes to ensure proper implementation of the MVE in their operations.

2. Notice of Addition of Tariff Codes (Form 62/LA)

The authority reiterated the importance of complying with this obligation in a timely and proper manner.

  • An increase in compliance levels among companies has been reported.
  • Efforts will continue to improve the process while maintaining communication with the private sector.

Implication: It is essential to maintain internal controls to ensure the timely submission of this notice.

3. Renewal of Certified Companies Registration

The renewal process remains under evaluation by the Authority.

Key points:

  • Authorities will notify companies if additional information is required.
  • Companies that have already submitted their renewal application:
    • Will retain certification benefits, even without a formal resolution.
  • Customs brokers should consider as valid those companies whose registration has not been formally canceled or suspended.

Implication: Companies may continue operating under certification benefits while their renewal process is pending.
