On May 4, 2026, the Office of the President of the Republic published, in the evening edition of the Official Gazette of the Federation (DOF), the “Decree enabling the Single Window for Foreign Trade Procedures”, as part of the administrative simplification measures promoted by the Federal Government within the context of “Plan México”, together with the Decree for the immediate authorization of investments.
The purpose of the Single Window for Foreign Trade Procedures is to centralize, simplify, and digitalize procedures related to import, export, and transit operations of goods, allowing users to submit information and documentation through a single electronic point. The VUCEM platform already operates as a system to facilitate compliance with non-tariff regulations and restrictions prior to customs clearance.
According to the information provided, this Single Window for Foreign Trade Procedures is part of a set of actions aimed at reducing administrative burdens, streamlining procedures, and facilitating investments and foreign trade operations. It is established as a single point of entry to carry out foreign trade procedures before the Ministry of Economy, the Tax Administration Service — SAT —, and the National Customs Agency of Mexico — ANAM.
The Decree also creates the Single Foreign Trade File, through which information may be exchanged among authorities, preventing the duplication of requirements and facilitating comprehensive monitoring of foreign trade procedures and operations through interoperability among authority systems. This seeks to provide greater transparency, control, traceability, and real-time tracking of foreign trade procedures.
The Decree will enter into force immediately on the day following its publication (May 05), and it was announced that the Single Window will be enabled for its functions within a maximum period of 15 business days following the signing of the Decree. The migration of procedures to this new Single Window will be mandatory; therefore, ongoing procedures must continue to be monitored through this new system.
The Single Window will operate under the principles of administrative simplification and digitalization provided for in the National Law to Eliminate Bureaucratic Procedures, and it is aligned with the objectives of “Plan México”. Likewise, each authority will retain the power to resolve the procedures within its jurisdiction, while the Digital Transformation Agency will be responsible for administering the Single Window, ensuring its efficient operation and continuous improvement.
An adaptation process is expected, which will be carried out without additional budget, meaning it will be implemented using the current resources of the competent authorities. This could have an impact on resolution and execution times.
