México´s Ministry of Economy opens public consultation on the functioning of the USMCA

Mexico’s Ministry of Economy has opened a public consultation to receive information, comments, and recommendations on the operation of the USMCA (T-MEC), in preparation for the joint review required by the agreement. The consultation will be open for 60 calendar days and may be exceptionally extended by 30 days.

To help prepare Mexico’s participation in this process, the Ministry invites interested parties to submit comments on:

  • The USMCA’s impact on Mexico’s productive sectors and value chains;
  • Challenges and opportunities arising from its implementation;
  • Specific experiences in trade in goods and services (barriers, procedures, market access);
  • Rules of origin and customs procedures (certification, verification, cumulation);
  • Labor, environmental, and micro, small, and medium-sized enterprise (MSME) issues;
  • Intellectual property, digital trade, and investment;
  • Any other recommendations that would strengthen Mexico’s position in the joint review.

Key Dates

  • Notice published and effective: September 17, 2025 
  • Comment window: 60 calendar days from publication
  • Estimated deadline: November 16, 2025
  • Context: The USMCA entered into force on July 1, 2020; its six-year review is scheduled for July 2026 under Article 34.7.

Likewise, the United States (USTR) and Canada (Global Affairs Canada) have launched public consultation processes— including a Federal Register notice in the U.S.—to shape their positions ahead of the 2026 USMCA/CUSMA review.
